Television programs may be transmitted either "live" or from a recording. The principle means of recording television programs for future use is videotape recording. Videotape recording is similar to conventional tape recording (see tape recorder) except that, because of the wide frequency range—4.2 megahertz (MHz)—occupied by a video signal, the effective speed at which the tape passes the head is kept very high. The sound is recorded along with the video signal on the same tape.

When a television program is broadcast, the varying electrical signals are then amplified and used to modulate a carrier wave (see modulation); the modulated carrier is usually fed to an antenna, where it is converted to electromagnetic waves and broadcast over a large region. The waves are sensed by antennas connected to television receivers. The range of waves suitable for radio and television transmission is divided into channels, which are assigned to broadcast companies or services. In the United States the Federal Communications Commission (FCC) has assigned 12 television channels between 54 and 216 MHz in the very-high-frequency (VHF) range and 56 channels between 470 and 806 MHz in the ultra-high-frequency (UHF) range (see radio frequency).

Most television viewers in the United States no longer receive signals by using antennas; instead, they receive programming via cable television. Cable delivery of television started as a way to improve reception. A single, well-placed community antenna received the broadcast signals and distributed them over coaxial or fiber-optic cables to areas that otherwise would not be able to receive them. Today, cable television is popular because of the wide variety of programming it can deliver. Many systems now provide more than 100 channels of programming. Typically, a cable television company receives signals relayed from a communications satellite and sends those signals to its subscribers. The first transatlantic television broadcast was accomplished by such a satellite, called Telstar, on July 10, 1962. Some television viewers use small satellite dishes to receive signals directly from satellites. Most satellite-delivered signals are scrambled and require a special decoder to receive them clearly.

You probably know the story of Sanjay in the Mahabharata who described the
war to Dritharasthtra who could not see. Sanjay could ‘see’ the war with his
divya drishti or his divine eye. Probably you can call Sanjay as the first ‘radio
broadcaster’.
Suppose you are in a far flung area near the Himalayas on 26th January. You have
a radio with you and you tune into the running commentary of the Republic Day
Parade. You would know exactly what is happening in Rajpath in Delhi. The
commentator (like Sanjay in the Mahabharata) will describe the details of the
parade and as you listen, your imagination takes you to the Republic Day Parade.
So that is radio for you. Wherever you are, you can listen to the near by radio
station. You can listen to music, news and other programmes. Now that you have
commercial radio stations, you can listen to round the clock chatting and music.
And if you tune into All India Radio, almost every hour, you can listen to news and
other programmes.
OBJECTIVES

9.1 TERMS USED IN BROADCASTING
Let us first understand some of the common terms used in the medium of radio.
  Audience: The group of people whom radio or media reaches for a particular
programme.

  Listener/s: A person or a group of people who form the target audience of
radio programmes.
  Broadcaster: a person who presents or announces programmes over radio
for the public.
  Broadcasting: any communication or transmission of any message or signal
to the public through electronic apparatus.
  Tuning into radio: You have to switch on your radio and tune into the station
you want to listen to.
  Live broadcast: It means a programme being broadcast directly without
any pre-recording or the sounds made at the moment of broadcast.
  Pre-recorded programme: The programme recorded on magnetic tape,
phonographic discs or compact disc for broadcasting it later.
  Script : The written copy of the words to be spoken during a radio programme.
9.2 OBJECTIVES OF RADIO
In the first module, you have learnt about the role of mass media. There, we were
referring to different forms of mass media like the print media (newspapers,
magazines etc.) and electronic media (radio, television etc.) These media have
functions which are common.
Have you heard an advertisement on a popular brand of soap or shampoo ? What
does it communicate? Through that you have come to know about the brand
name of the soap or shampoo. You are informed or told that such and such a
product is available in the market.. That advertisement would also tell you what
benefits the brand offers.
Let us take another example. The water supply department makes an announcement
on radio that there will be no water supply in your village or town the next day
morning. So you get ready to face that situation.
Or a message on radio tells you that the following sunday is ‘polio immunisation’
day. If you have a small child in your home, with that information received through
radio, you decide that the child should be taken to be given polio drops.
You might have heard rural programmes on agriculture on radio. Experts who
take part in that programme may explain what precautions are to be taken for a

crop during a particular season. You learn to do a particular agricultural practice
using that information.
Now think of the three examples given above. In the first case, you come to know
about the availability of a particular brand of soap or shampoo. It is for you to
decide what you want to do with that information. It just informed you.
In the second and third example of the announcements about water supply and
polio immunization also, you are given information. You would agree that this
information is of great use.
When it comes to the fourth example of a particular agricultural practice, the
information can educate a farmer who has no formal education or training in
agriculture.
Let us take the example of ‘Gyanvani’. This is a radio station through which
educational programmes are broadcast for the benefit of learners.
Now what do you understand from these examples about the role or function of
radio?

Radio stations broadcast film songs. Don’t you tune into film songs on radio
for entertainment? Even the casual comments and announcements on radio
entertain us.

Characteristics of Radio
People tune into radio basically for these three things — for information, education
and entertainment. As radio is not expensive, for a large number of people in our
country, radio continues to be the only source of information, education and
entertainment. Those who cannot read or write or cannot see listen to radio news
for getting informed about what is happening around them.
However, the three objectives of radio are interrelated.
Activity 9.1
Tune into your favourite radio station. Listen to the programmes
over a period of two or three days. Make a list of them and find out
if they were a source of information, entertainment or education.

9.3 CHARACTERISTICS OF RADIO
(i) Radio makes pictures: Remember the example of the running commentary
on radio of the Repubic Day Parade in Delhi? As you heard the commentary,
you could visualize or ‘see’ in your mind what was being described. You
could actively ‘see’ pictures in your mind of the parade even as you listened
to the sounds of bands playing patriotic tunes or the sounds of marching and
commands. You use your power of imagination as you follow the running
commentary.

(ii) The speed of radio : Radio is the fastest medium. It is instant. As things
happen in a studio or outside, messages can be sent or broadcast. These
messages can be picked up by anyone who has a radio set or receiver which
is tuned into a radio station. If you have a television set and cable or satellite
connection you may be using a remote to get your favourite channel. These
days if you have a satellite connection, you can also receive radio signals of
various AIR stations. Otherwise your normal radio set gives the meter or
frequency on which various radio stations operate. You are tuned into that
station and listen to news that happened a few minutes earlier. On the other
hand, a newspaper gives you the previous days’ news. Of course television
can also cover events instantly. But television is a more complex medium
where you need light and cameras for any coverage.
(iii) Simplicity of radio: Compared to all other media, radio is simple to use.
As mentioned in the previous sections, radio needs very simple technology
and equipment.
(iv) Radio is inexpensive: As it is simple, it is also a cheaper medium. The cost
of production is low and a small radio can be bought for as low a price as say
fifty rupees.
(v) Radio does not need electric power supply: You can listen to radio using
dry battery cells even if you do not have electric power supply or a generator.
So in a country like ours, where electricity has not reached everywhere,
radio is a great blessing.
(vi) A radio receiver is portable: Don’t you move your radio set at home from
the living room to the kitchen or as you go out some where? You can’t do that
very easily with television. This facility of moving an object which is called
‘portability’ gives radio an advantage. These days if you have a car and a
radio in it, you can listen to it as you drive or travel. Can you think of watching
television, when you drive ?
(vii) One does not have to be literate to listen to radio : Unless you are
literate, you can’t read a newspaper or read captions or text on television.
But for listening to radio, you need not be literate at all. You can listen to
programmes or news in any language on the radio.
(viii)For a majority of Indians in the rural areas, radio is the only source of news
and entertainment . Radio news can be heard anywhere using an inexpensive
receiver. Even the most economically backward sections can afford to use
the medium of radio.
Radio is the best medium of entertainment. It provide healthy
entertainment to the listeners.
There is plenty of music of different types available to people.
The popular types of music are classical, light classical, light, devotional,
folk and film music.

9.4 LIMITATIONS OF RADIO BROADCAST
So far, we have learnt about the main strengths of radio as a medium of mass
communication. Now let us understand the limitations of radio.
a. A one chance medium : When you read a newspaper, you can keep it with
you and read it again. You have the printed word there and unless the paper
is destroyed it will remain with you. Suppose when you read a news item,
you do not understand the meaning of certain words. You can refer to a
dictionary or ask someone who knows to find out the meaning.
Now think of radio. Suppose you are listening to a news bulletin in English
and you hear words that you don’t understand. Can you refer to a dictionary
or ask someone else for the meaning? If you stop to do that, you will miss the
rest of the news. You have to understand what is being said on radio as you
listen. You have only one chance to listen. What is said on radio does not
exist any longer; unless you record it. The words have momentary life. After
it is spoken, it disappears unlike a newspaper or a printed book. So that is
one of the greatest limitations or weaknesses of radio . It’s momentary nature
or to put it differently – radio is a one chance medium. A listener has just
one chance to receive the message and understand it.
b. Radio has no visual images: Let us consider a news item on radio and the
same item on television. For example, the news about the devastating cyclone
Nargis that hit Myanmar in May 2008. Radio news talked about the intensity
of the cyclone, the number of deaths, details about property destroyed etc.
However in the case of television, it showed the actual cyclone hitting the
country, visuals of properties destroyed, rescue operations and many more
details which could be seen. Now compare the two. A natural disaster like a
cyclone when seen on television is more effective than what you hear on
radio. It is said that “a picture is worth a thousand words”. It is also said that

‘‘seeing is believing’’. So when you see something, it is more believable than
what you hear. So having no visuals is a major limitation of radio.
c. Messages on radio are easily forgotten: The problem of not having visuals
leads to another limitation of radio. What is seen is often remembered and
may remain with us. For example if you have seen the fine visuals of the Taj
Mahal in Agra, it will remain in your memory. But what you hear is normally
forgotten fast. Probably you may remember what you have heard in a class
room if you found it interesting. But can you recall all the head lines of a news
bulletin you heard on radio? Normally, you don’t. So this is another limitation
of radio. Messages heard on radio are easily forgotten.
d. Poor performance on the part of announcers : Presenters or participants
in a radio programme can be boring or uninteresting that it can result in
listeners switching off their radio sets. So listeners’ interest depends up on
how information or messages are presented.
e. Radio broadcasts are of no use to people who have no sense of hearing
especially those with hearing disabilities.

AUDIO VISUAL   MEDIUM

While radio has sound, television content includes both sound and visuals. This audio visual character of television makes it a magic medium which allows us to watch the world from our drawing rooms. This powerful visual nature helps television to create vivid impressions in our minds which in turn leads to emotional involvement. The audio visual quality also makes television images more memorable.

DOMESTIC MEDIUM
To watch television, we need not leave your drawing room. No need of going to the movie theater or buying tickets. We can watch television in the comfort of our home with our family. This is why television is generally regarded as a domestic medium. It provides entertainment and information right inside our homes and has become an integral part of our everyday lives. It can actually pattern our daily activities. Even our family makes it a point to watch their favorite serial at a particular time and adjust dinner timings accordingly. This domestic nature of television influences the content also. We have noticed that a newspaper report has an impersonal tone, whereas the television anchor addresses us directly.  The domestic nature of television makes it an intimate medium. This makes the viewers experience a sense of closeness to the Television.
. LIVE MEDIUM.
The important characteristic of television is that it is capable of being a live medium. This is because the live nature of television allows it to transmit visuals and information almost instantly. The visuals of an earthquake in Indonesia can reach our television set in almost no time. This capacity of the medium makes it ideal for transmitting live visuals of news and sports events. If we are watching a cricket match in a television channel, we can almost instantly see the wicket hit by our favourite player. On the  Television allows you to witness events which happen thousands of miles away.


MASS MEDIUM
All of us know that there are a large number of people who cannot read or write.
Such people may not be able to read a newspaper, but they can watch television.
Anyone with a television receiver can access the information shown on television.
This makes it an ideal medium to transmit messages to a large audience. In a country like ours, with a huge illiterate population, this characteristic of television
Makes it an ideal instrument for transmitting social messages. Television also has a
very wide output, range and reach. It is truly a mass medium.
Television programmes are not easy to be recorded by viewers. It may be practically impossible to record every programme which appears on your television. Therefore, television is generally identified as a transitory medium.

 EXPENSIVE MEDIUM

There is need to large amount of machinery and expertise needed to run a television station. We can write articles and stories and draw our own pictures. All we need will be paper, pen, drawing instruments and time. However, a television programme can never be made this. However, a television programme can never be made this easily. It requires lots of money, machinery and experienced people. Broadcast media in general and television in particular involves complex technology and organization. We will need crores of rupees to start a television station.

Television came to India on September 15, 1959 with experimental transmission from Delhi. It was a modest beginning with a makeshift studio and low power transmitter.

The objective was to find out what it can achieve in community development and formal education. The funding of $20,000 and equipment was offered by United States.

One hundred and eighty teleclubs were set up within the range of 40 Kilometers of transmitter. Every club was provided with a television set by UNESCO. All India Radio provided the engineering and the programme professionals.

The Akashvani Auditorium was converted into the studio from where the regular programmes of Indian TV were put on the air although the first experimental programmes were telecast from a makeshift studio in Akashvani Bhavan.

The service itself was also known as a Pilot project, aided by UNESCO, because the programmes, put out on mere two days a week, was intended to be experimental in nature to test the efficacy of television medium in carrying relevant and useful messages of social education to the power section of society.

In 1961 television programmes for teachers were started. A daily one hour service with a news bulletin was started in 1965 including entertainment programmes. In 1967 rural programmes and Krishi Darshan were started for farmers in 80 village teleclubs in Delhi and Haryana.

In 1972 TV services were extended to a second city Mumbai. By 1975 Calcutta, Chennai, Srinagar, Amritsar and Lucknow also had TV stations. In 1975-76 the satellite Instructional Television Experiment brought TV to 2,400 villages in the most in accessible and the least developed areas for one year.

From 1976, television was separated from All India Radio and constituted a new body under a new banner called as Doordarshan. At present, Doordarshan is one of the media units of the Ministry of Information and Broadcasting, Government of India.

In 1982, a regular satellite link between Delhi and other transmitters was established to facilitate the introduction of the National Programme. With this the era of fast expansion of TV services through low power transmitters was also heralded. The following are some other land marks in the history of Doordarshan:

At present, Doordarshan telecasts programmes on nineteen channels. These channels supplement and complement each other. DD-1 is the primary channel, the flag-ship of Doordarshan.

The Programmes are addressed to the entire country. There are three components in these programmes - National, Regional and Local. The National and Higher Education TV programmes are relayed by all territorial DD-1 transmitters.

The regional component is separate for each state and is mainly in the language of that state. The metro entertainment channel targets at urban viewers, particularly younger

age groups.

These programmes are relayed in 46 cities. DD 3 is a composite service and telecasts three feature films each day, covers sports in the evenings and puts out a composite programme of culture, current affairs and business news in prime time.

DD-4 to DD-13 channels is ten Regional language channels. Each channel telecasts two types of programmes. The Regional service and additional entertainment programmes, DD-14 to DD-17 telecast the programmes for four Hindi speaking states.

DD India has 18 hours of programmes. It is accessible in more than half the world. DD-CNNI is a channel of news and current affairs.

Commercial advertisements were introduced on Doordarshan in January 1976 and sponsorships of programmes were allowed in 1984.

The popular programmes of Doordarshan created for the first time a national market for consumer goods which could be reached by manufacturers with limited resources. Doordarshan continues to be the most effective medium for advertising at minimum cost.

The major coverage's of Doordarshan (1997) include world cup cricket matches, exit poll telecast, the confidence vote, union and state budgets, Olympics-96, Miss Universe Pageant, Rathyatra, natural calamities of airplane crash in Haryana, cyclones in Andhra Pradesh, fire accident in Orissa and so on.

Broadcasting in India actually began about 13 years before AIR came into existence. In June 1923 the Radio Club of Bombay made the first ever broadcast in the country. This was followed by the setting up of the Calcutta Radio Club five months later. The Indian Broadcasting Company (IBC) came into being on July 23, 1927, only to face liquidation in less than three years.

In April 1930, the Indian Broadcasting Service, under the Department of Industries and Labour, commenced its operations on an experimental basis. Lionel Fielden was appointed the first Controller of Broadcasting in August 1935. In the following month Akashvani Mysore, a private radio station was set up. On June 8, 1936, the Indian State Broadcasting Service became All India Radio.

The Central News Organisation (CNO) came into existence in August, 1937. In the same year, AIR came under the Department of Communications and four years later came under the Department of Information and Broadcasting. When India attained independence, there were six radio stations in India, at Delhi, Bombay, Calcutta, Madras, Tiruchirapalli and Lucknow. There were three in Pakistan (Peshawar, Lahore and Dacca). AIR then had a coverage of just 2.5 % of the area and 11% of the population. The following year, CNO was split up into two divisions, the News Services Division (NSD) and the External Services Division (ESD). In 1956 the name AKASHVANI was adopted for the National Broadcaster. The Vividh Bharati Service was launched in 1957 with popular film music as its main component.

The phenomenal growth achieved by All India Radio has made it one of the largest media organisations in the world. With a network of 262 radio stations, AIR today is accessible to almost the entire population of the country and nearly 92% of the total area. A broadcasting giant, AIR today broadcasts in 23 languages and 146 dialects catering to a vast spectrum of socio-economically and culturally diverse populace.

Programmes of the External Services Division are broadcast in 11 Indian and 16 foreign languages reaching out to more than 100 countries. These external broadcasts aim to keep the overseas listeners informed about developments in the country and provide a rich fare of entertainment as well.

The News Services Division, of All India Radio broadcasts 647 bulletins daily for a total duration of nearly 56 hours in about 90 Languages/Dialects in Home, Regional, External and DTH Services. 314 news headlines on hourly basis are also being mounted on FM mode from 41 AIR Stations. 44 Regional News Units originate 469 daily news bulletins in 75 languages. In addition to the daily news bulletins, the News Services Division also mounts number of news-based programmes on topical subjects from Delhi and its Regional News Units

AIR operates at present 18 FM stereo channels, called AIR FM Rainbow, targeting the urban audience in a refreshing style of presentation. Four more FM channels called, AIR FM Gold, broadcast composite news and entertainment programmes from Delhi, Kolkata, Chennai and Mumbai. With the FM wave sweeping the country, AIR is augmenting its Medium Wave transmission with additional FM transmitters at Regional stations.


In keeping with the Government decision for transition to the digital mode of transmission, AIR is switching from analog to digital in a phased manner. The technology adopted is the Digital Radio Mondiale or DRM. With the target of complete digitization by 2017, the listeners can look forward to highly enhanced transmission quality in the near future.

2.1 The history of broadcasting is inextricably interwoven with the history of a momentous era, an era which saw the climax of India's struggle for independence, the attainment of freedom and the first steps of a young nation on the road to fulfillment and stirrings of economic reconstruction.

2.2 Broadcasting in India started on 31st July, 1924, when the Madras Presidency Radio Club went on the air for the first time. However, their pioneering, effort came to an end in 1927 owing to financial crisis. The move towards a regular broadcasting service was made in the same year by the Indian Broadcasting Company, a commercial undertaking, which chose for its operations the two premier cities of Bombay and Calcutta. In March, l930 the Indian Broadcasting Company had to go into liquidation. A month later, the then Government of India took over the control of the Company's affairs and the Indian State Broadcasting Service was born; but the worst was not over. After operating the service for about 18 months, the Government decided to close it down having concluded that the service was hardly a viable proposition. At this juncture, public opinion began to assert itself and the Government gave up the contemplated closure. And thus, in May, 1932, Indian Broadcasting received its permanent lease of life. The next four years were marked by some significant developments and, in June, 1936, Indian State Broadcasting was given its present name, All India Radio.

2.3 First phase of AIR's development was barely complete when the Second World War broke out. AIR had to gear itself to the demands of an entirely new situation. As soon as the war ended, AIR's planners turned their attention to future development. But like everything else, it had to wait till India's own future was settled. During the partition of the country and the exodus of vast masses of people, AIR did yeoman service to thousands of uprooted innocents, carrying to the people the comforting voice of the Father of the Nation.

2.4 Most memorable among the many broadcasts was the coverage of the Mid-night Ceremony marking the transfer of power. Shri Jawaharial Nebru, the first Prime Minister said:

"Long years ago we made tryst with destiny and now time comes when we shall redeem our pledge not wholly or in full measure, but very substantially. At the stroke of the mid-night hour, when the world sleeps, India will awake to Life and Freedom..."

2.5 In 1947, when India attained independence, AIR's network consisted of only 6 Stations, i.e., Delhi, Bombay, Calcutta, Madras, Lucknow and Tiruchi. With integration of princely States, AIR took over 5 stations of Aurangabad, Baroda, Hyderabad, Mysore and Trivandrum. The Five Year Plans gave a new impetus to the growth of broadcasting resulting in a phenomenal expansion. Today, the magnitude of AIR's network is mind- boggling. It comprises 105 Regional Stations, 72 Local Radio Stations and 31 Vividh Bharati Centres besides External Services (In 16 foreign and 8 Indian languages), the National Channel, the North Eastern Service and the FM Stereo Service at the four metros and Panaji.

2.6 The fare offered on the primary channel network of All India Radio includes the following broad categories of programmes:
Music
Devotional
Classical-Indian & Western
Folk/Pop/Light
Film
News and Current Affairs.
Specific Audience Programmes (For Farmers, Women, Children, Youth, Industrial Workers)
Formal and Non-formal Education.
Development-oriented broadcasts in a variety of formats.
Sports Commentaries.
Programmes are broadcast in 20 Indian languages, and 146 dialects, besides English.

2.7 The News Services Division of AIR daily produces 89 bulletins in 19 languages which emanate from Delhi and are relayed by several AIR Stations. There are also 41 Regional News Units which bring out 134 bulletins everyday, in 64 languages/dialects. The Division also produces current affairs programmes.

Hardware 

2.8 When India became independent, AIR's network had a total complement of only 18 transmitters, six of them on medium wave (MW) and the remaining on short wave (SW). At present, AIR possesses 148 MW, 51 SW and 94 FM transmitters. Through its medium wave transmitters, AIR reaches 94 per cent of the population. On the completion of 5th Plan (1992-97) projects, AIR will have 171 MW, 55 SW and 128 FM transmitters.

2.9 All India Radio is utilising satellite radio networking (RN) Channels for distribution of programmes to Stations spread over the entire country. All the Stations are capable of receiving the RN signals, through receiver terminals in S- band. In addition, C-band down link is also available at certain important Stations and, HPTs carrying the external services. Programmes thus received are rebroadcast by terrestrial transmitters of AIR. CXS band uplinks are operating from Delhi and almost all the capital Stations for regional uplinking. One additional channel for use by Vividh arati Service is uplinked from AIR's TRACT, the mobile uplink terminal. TRACTs are also being used for the coverage of important events and sports commentaries, two recent examples being the Wills World Cup and Thyagaraja Aradhana Festival from Tiruvaiyaru (Tamil Nadu). Single channel uplinks from major programme production centres were installed. AIR has a captive uplink station at Broadcasting House, New Delhi for CXU uplink. Sixteen major AIR centres have C-band receive facility as well.

2.10 FM has several advantages over the conventional MW transmitters such as uniformity in the extent of coverage both during day and night, interference-free quality of reception. In India, VHF-FM band remained unexploited till the late seventies. FM transmitters were established at four metros, in a phased manner-Madras (1977), Calcutta and Bombay (1980) and Delhi (1984). At present FM stereo service is available at the four metropolitan cities round the clock. AIR Panama also has FM stereo service for nine hours. AIR Jalandhar and AIR Cuttack too have FM service but do not yet have stereophonic broadcasting capability. The growth of AIR network in terms of number of stations and transmitters and medium wave cover- age is given in the Annexure-IV. The important milestone events are given in Annexure-V.

2.11 The External Services Division of All India Radio broadcasts programmes in 24 languages-16 foreign and 8 Indian languages-for a total duration of 70 hours everyday, round-the- clock. Broadly speaking, the external services are aimed at four broad categories of listeners. These are:
i) Listeners in the neighbouring countries.
ii) Listeners of Indian origin served by broadcasts in different Indian languages (in Malaysia, Singapore, Fiji, Sri Lanka, Mauritius, etc.)
iii) The English-speaking population of the world served by the General Overseas Services (in English)
iv) Other foreign listeners in the target countries served through broadcasts in the respective languages.

2.12 All India Radio is unable to reach countries on the other side of the globe such as the United States of America, Canada, the Latin American Countries and the Caribbean. At present, AIR has no relay base which would enable it to originate transmissions from sites close to the intended targets. However, canned programmes are sent every week to ethnic broadcasting stations through the Indian Missions.

2.13 AIR has broken new ground when on 2nd May, 1996 it introduced on-line information service on the Internet. AIR's daily news update, commentary on current topics and highlights from Indian newspapers are being fed regularly, once a day, in text mode. The system and the 'home page' design have been carried out by the R&D Wing of AIR. This service on Internet has received worldwide acclaim, especially from the non-resident Indians in different parts of the world.

2.14 News bulletins are included in every language service. Besides these, bulletins, commentaries on topical subjects presenting India's point of view on international affairs are put out. Editorial comments appearing in the national and world Press are also broadcast in the form of Press Review.

2.15 The avowed objective, of the external services is to project the image of a modem, vibrant and resurgent India, highlighting the country's secular ideals and progress achieved in different spheres of activity. Recent shifts in India's policy, particularly in the economic sphere, such as liberlisation and a market-friendly approach are being projected. The external service also serves as an emotional link with the people of Indian origin living or settled abroad.

Doordarshan 

2.16 Television in India took faltering steps in 1959. This delayed entry was due to the misconception prevalent in the fifties that television is a luxury which only the more advanced and affluent countries in the world can afford. But there was also realisation of the immense potential of television as an instrument of rapid socioeconomic transformation.

2.17 Television made a small beginning as a result of three developments. First, there was an offer form M/s Philips & Co. to sell a part of its equipment which they had exhibited at the Industrial Fair in New Delhi in 1995. Secondly, UNESCO, as part of its programme to assist member States, agreed to help in establishing a pilot television centre for carrying out studies in the use of this medium for social education. Thirdly, the United Sales' Government agreed to lend certain supplementary equipment. And so, in September 1959 India joined the small Asian community of TV nations.

2.18 In October 1959 an agreement was signed with UNESCO providing a grant of US $ 20,000 to be utilised towards programme production, training, organisation of teleclubs for community viewing, supply of TV receivers. for the teleclubs and evaluation of project. The project was described in the agreement as:

"An experiment for assessing the value of different types of educational television programmes suitable for group viewing in rural and urban communities in such a way that the results of such an assessment may be useful not only for India but also for other Asian countries in the use of television for community education."

2.19 In 1961, educational television was launched for the Delhi schools for which the Ford Foundation gave a grant of US $ 4,74,000. At present, regular school TV programmes are produced and telecast from Delhi, Bombay and Madras Kendras. E-TV programmes are also telecast form a number of States in different languages covering both formal (curriculum based) and non-formal (towards enrichment) education. The software for these programmes is produced by the Central Institute of Education Technology (CIET), Delhi and the State Institutes of Education Technology. To cater to students in villages and small towns the University Grants Commission (UGC) has a 'country-wide class room', putting out programmes on the National Network both in the morning and the afternoon. Syllabus based programmes for the students of Indira Gandhi Open University are also being telecast on the National Network.

2.20 The year 1982 witnessed the introduction of a regular satellite link between Delhi and different transmitters, the introduction of Colour T.V. and the process of the National Programmes and Doordarshan switching to colour transmission. The major impetus for these developments was the Asian Games held in Delhi in 1982.

2.21 After 1982, there was rapid expansion owing to the setting up of Low Power Transmitters (LPT) throughout the country. The number of transmitters grew form 46 to 553 in just one decade.

2.22 In 1984, a second channel was added at Delhi to provide an alternate viewing facility. This facility has been extended to viewers in Bombay, Calcutta and Madras. In 1993, these four terrestrial transmitters were interlinked through a satellite to provide more entertainment for the urban audiences. This service known as
DD-2 Metro Entertainment Channel has been extended to many more cities and now nearly 125 million people can -receive programmes on this channel terrestrially and the rest through the use of dish antenna.

2.23 To met the regional aspirations, 10 regional language satellite channels were introduced by Doordarshan. The regional services are available terrestrially in the respective States. What is more, as the footprints of the INSAT satellites cover the whole country, regional language programmes are available thought the country regardless of one's place of residence.

2.24 Doordarshan launched its International Channel with effect from 14th March, 1995. Doodarshan has entered into an agreement with Panamsat for three transponders for this channel on two Panamsat satellites. The first is on the South Asia Middle East beam on PAS-4 which covers India, South Asia, Middle East and parts of the Europe and on PAS-1 conus beam over North America. In some of these countries there are restrictions on using dish antenna, which curtails the actual coverage. Doordarshan is currently transmitting a three-hour daily service-scheduled to be increased by one hour-known as DD-India. On 7th April, 1995 Doordarshan introduced the Movie Channel bringing to the viewers feature films in Hindi, regional languages and English. A round-the-clock service of news and current affairs commenced on 30th June, 1995 facilitated by an agreement with Turner International entered into by Doordarshan, the former paying an annual fee of US $1.5 million to Doordarshan for the use of its transponder and both sharing the commercial revenue. As per the agreement, Doordarshan and CNN will have access to each other's footage. Doordarshan has been utilising only the part of the four-hour window on the DD-CNNI channel and CNN has not yet been given time on the terrestrial channel for any of their programmes. The tenure of the agreement is two years.

2.25 Today Doordarshan has emerged as one of the largest broadcasting networks of the world, with over 700 terrestrial transmitters, utilising 17 transponders on the INSAT satellites. A staggering 300 million people in the country watch a variety of Doordarshan programmes in different languages and formats. The growth of Doordarshan is given in Annexure-VI while the major landmarks are indicated in Annexure-VII.

Public Service Obligation

2.26 From the very inception, both AIR & Doordarshan were wedded to public service broad- casting. In the sphere of instructional programmes, both have made signal contribution. Beginning from the Pune experiment involving radio rural frorums in the fifties to recent experiments in interactive communication on a variety of themes such as social forestry, conscientious parenthood, non-formal education and agricultural innovation, AIR has a commendable record. Both the organisations played a tangible role in accelerating the process of transfer of technology from lab to land. The Satellite Instructional Television Experiment (SITE) was acclaimed. the world over the and had emeraged as a model for others to emulate. Doordarshan has been actively involved in social advertising and has set up for the purpose the Lok Seva Sanchar Parishad, a voluntary body with people from the fields of media and marketing. Some of the quickies, spots and short films produced under the logo of the Parishad such as Mile Sur, Raag Desh and Freedom Run one plaudits. Each of them was an epitome of creative excellence and made an indelible impact on the audiences.

2.27 Whatever be the future structure of AIR & Doordarshan, social responsibility and public service idealism should continue to be their hallmark. A developing country can ill-afford to give up this obligation, the strong dictates of financial self-reliance notwithstanding. With the emergence of transnational broadcasting and the scramble for ratings followed by the lure of quick pickings, the need for public service broadcasting is accentuated.

Commercial Broadcasting 

2.28 The Committee on Broadcasting and Information Media, popularly known as Chanda Committee, made specific recommendations in April, 1966, as far as AIR is concerned that "for additional resources for expanding the network and improving the programmes, advertising would be the most fruitful source of revenue. Advertising should be accepted under certain safeguards ......" As regards television, the Committee observed that "as revenue from licence fee would be insufficient for the recurring cost of the service, the acceptance of advertising would be necessary to supplement licence revenue".

2.29 Realising that it is imperative to generate resources internally to overcome the frustrating sense of dependence on the Treasury for funds needed for the expansion of the network and its modernisation, All India Radio introduced the Commercial Broadcasting Service with effect from Ist November, 1967. Vividh Bharati, which is a light entertainment service with a preponderance of film music, was considered pre-eminently suitable as a carrier of the commercial service. However, to ensure that. advertisements are not jarring or obtrusive, AIR introduced a restriction on the quantum of ad. content and a code for commercial broadcasting.

2.30 There are now 30 Vividh Bharati-cum- Commercial Broadcasting Centres in the country. During the 7th Plan (1950-90), no new Vividh Bharati Centre was established as the accent during this period was on setting up local radio stations. During the 8th Plan period (1992-97), 10 Vividh Bharati Centres 'are being set up. Of these, Varanasi and Cochi have been commissioned.

2.31 Commercials were introduced with effect from lst April, 1982 on the Primary Channel before the national news bulletin in Hindi and after the national news bulletin in English, both in the morning and the evening. However, at present, commercials go on the air only before the 8.00 A.M. Hindi bulletin and after the 9.00 P.M. English bulletin. With effect from 26th January, 1985, commercials were introduced over 55 Primary Channel Stations. In a phased manner, commercials were extended to most of the Primary Channel Stations. Recently, Local Radio Stations were also thrown open to commercials.

2.32 Commercials were introduced an Doordarshan from Ist January, 1976 from its Delhi Kendra and were extended to other kendras. Increase in Dooroarshan advertisement revenue was spectacular as can be seen from the following table:

2.33 Both AIR and Doordarshan are caught in a dilemma with the Government insisting on mobilisation of maximum resources internally. It is tempting to stray form the path of public service broadcasting. After the advent of satellite TV channels' an impression had gained ground that Doordarshan is more inclined to offer frothy entertainment relegating development-oriented programmes to the background. The task of evolving a judicious blend of these seemingly conflicting requirements is indeed a tough one.

Credibility 

2.34 AIR and Doordarshan, despite their excellent track record in the realm of public service broadcasting, find themselves vulnerable to criticism when it comes to news and news based programmes, including current affairs. The question naturally arises: to what extent is the criticism warranted?

2.35 There is a duality in the character and functioning of the so-called official media. On the one hand, their position as a organ of the Government places on it the responsibility to project the policies and objectives of the Government. As an extended arm of publicity for the Government, it presents and emphasises viewpoints which the Government is anxious to place before the people. In a climate of conformity, controversial issues get elbowed out or glossed over. In the tussle between providing a service which will be lively and provocative and the constant desire to play safe, one tends to take shelter behind the maxim 'prudence is better part of valour.

2.36 In the listeners' mind, AIR and Doordarshan are inevitably identified with the Government. Disenchantment with any aspect of Government's policy or activity has a bearing on one's reaction to the programmes. There is a predisposition among the people to presume that whatever comes from an official source should be treated merely as one side of the picture. Even in the innocuous area of development communication, when the recommended inputs are not available at the field level, it is the credibility of the official media which is unfortunately eroded. It is not uncommon for the Press to adopt a any-stick-is-good-enough-to-beat-a-dog-with attitude towards these media.

2.37 Credibility of AIR and Doordarshan touched the rock bottom during the Emergency period; admittedly, it was an aberration. But it took quite some time to restore public faith. In a survey conducted by the In-house audience Research Wing after the Emergency in 1977, the following elements of credibility were perceived by the audience:
a) Medium should be impartial;
b) It should be truthful;
c) It should have a balanced approach;
d) It should have objectivity in the coverage of events;
e) It should give an equal opportunity to all the viewpoints including criticism of the Government.

Once bitten twice shy as they say. It is the blatant misuse of mass media during the Emergency that lent an urgency to the demand for granting of autonomy to AIR and Doordarshan.

2.38 The Working Group on Software for Doordarshan constituted in December, 1982 under the Chairmanship of Dr. P.C.Joshi made the following observations:

"It is regrettable that Doordarshan and AIR should be so identified as organs of official policy and news rather than as non-partisan, professional purveyors of all significant news of general interest which a citizen in a democracy needs in order to arrive at informed judgements..... The choice of themes for the current affairs programmes is governed by the same timidity and self-censorship which make the news bulletins. The scope of the subjects is narrowly limited to those which are currently of interest to Government and, with rare exceptions, also non-controversial".

Copious excerpts from the recommendations of this Working Group are given in the Annexure-IX.

Verghese Committee and After

2.39 The Working group on Autonomy for Akashvani and Doordarshan, popularly known as the Verghese Committee, was constituted in the wake of the stranglehold of the Government on the media during the Emergency. Public opinion asserted itself in favour of creation of an independent professional body, protected from the day-to-day incursions of politics and free from the rigid regimen of rules and regulations of the Government. The recommendations of the Group concerning the setting up such an autonomous body, is reproduced hereunder:

"An autonomous broadcasting organisation nationally owned and responsible to Parliament and yet under the Centre legislatively and for purposes of international relations through external broadcast and frequency allocations, and P & T and Space support, appears logical and desirable" "We are of the opinion that all the national broadcasting services should be vested exclusively in an independent, impartial and autonomous organisation established by Parliament to act as a trustee for the national interest".

2.40 The Verghese Committee reported that there were 20 million radio receivers and 600,000 television sets and projected that there might be 12 - 18 million TV sets by the turn of the century. This was in 1978. The picture today is totally different. There are now an estimated number of 110 million radio and 52 million TV households. Of the latter, 9 million TV homes have access to satellite television, according to 1995 estimates.

2.41 A major premise of the Group was the monopolistic situation obtaining in the country when they were studying the issue of setting up of an autonomous broadcasting corporation. The Group observed:

"Since we do not conceive of a totally competitive broadcasting system and since we are thinking in terms of a largely monopolistic system, some restraint on autonomy is inevitable."

2.42 The media-morphosis that had occurred in the country after 1978 was indeed remarkable. No wonder the Prasar Bharati Act made a considerable departure from the 'Akash Bharati' as conceived by the Verghese Committee. An extract from the recommendations of this Committee is given in Annexure-X.
